This paper addresses the need for effective coordination of legal authorities across local, state, tribal and federal jurisdictions, as well as across sectors such as public health, health care, emergency management, education, law enforcement, community design and academia to achieve effective public health emergency preparedness. It further discusses gaps in legal preparedness concerning the use of mutual aid agreements for preparedness and response and directing and enforcing social distancing measures to control transmission of communicable diseases.
