The Accelerating Movement to Share Services

This article by John Kamensky, a senior fellow with the IBM Center for the Business of Government, provides perspective on a study that found more than half of county officials across the country are participating in, currently providing, or in actively discussing shared services delivery in their jurisdictions. Cited research indicates that three preconditions to successful shared services are necessary, 1) Trust, 2) Leadership, and 3) Clear goals. Suggestions for implementation are discussed.
